Procurement Opportunities: Refugee Support

Notice to provide a quotation to provide orientation, accommodation and support services

The Prime Minister announced that the UK will accept 20,000 Syrian refugees, for the period of this Parliament, under the terms of the Syrian Vulnerable Persons Relocation scheme. Under the scheme people are granted humanitarian protection giving them leave to remain for 5 years with full access to employment and public funds.

Shropshire Council has agreed to participate and indicated that it will be in a position to accept up to 10 families from around March 2016.

Support service required

Shropshire Council will take the lead and facilitate working with key local partners to secure access to accommodation, healthcare, education and housing providers.

The provider will ensure the coordination and delivery of orientation and support, so that the refugee arrivals are settled in to suitable accommodation and their specific needs are met.

The provider must ensure either directly or in partnership the following:

  • Reception service and general orientation
  • Identified accommodation is made fit for purpose
  • Support planning and key working
  • Facilitation of access to housing related support, health care, education, benefits advice, employment and training
  • Integration into local communities

A large number of practical and generous offers of help have been received from the public which will need to be co-ordinated and utilised by the provider.

Providers will be expected to demonstrate past experience of delivering similar services, cultural competence and have a trained workforce, sensitive to the needs of refugees. Given the skills and experience required quotations will be accepted from a lead organisation wishing to sub contract some aspects of the support.

Payment will be on an hourly basis in line with the support given to each family.

Quotation process

Providers are asked to supply the information requested in the attached Invitation to Quote document to by the closing date of Tuesday 9 February 2016

Shortlisted organisation will be asked to attend for interview week beginning 15 February 2016
